Municipal officials greeted the announcement with hesi- tancy as well. "It was good news," said May- or Howard Hall. The mayor said the Finance Committee, which tabled its budget last week, anticipated the payments would be frozen. Last yearit received $234,451 in unconditional grants. "We gambled that it would be the same as last year. Thankful- ly, we won for a change," he said. But he was skeptical of the motives behind the announce- ment. "This is an election notice. If there wasn't an election next year, there would have been cuts." Man's sudden plunge through ice into lake ends on happy note From page 1 try to climb off the machine, which was afloat in about five feet of water. Mr. Kelly, gathered up a 2'x4' and a 2'x10' along with two life- jackets and along with an officer who had arrived on the scene be- gan to venture out on the lake, before Mr. Kelly said he was or- dered off the lake by a second re- sponding officer. Mr Kelly said he was doing what any good citi- zen would do when someone was in trouble and felt he was not treated accordingly by the second officer . Mr. McDuff was rescued from his machine by ambulance at- tendants, who used their back- boards to cover the open water. Scugog Fire Department was alsoon the scene. Mr. McDuff was happy to be ashore and said he would not be venturing out in that direction anymore this spring, agreeing that his mishap, which could have been tragic, should con- vince others to stay off the lake. Mayor Hall believes Premer Rae and his cabinet listened to municipalities over the past year and realized the govern- ment could not download its problems to the municipal level. Finance Committee Chair- man Yvonne Christie greeted the news with relief as well. ' "I'm relatively pleased about the transfer payments. We hadn't factored in (the budget) a decrease," she said. The announcement of the transfer payments, coupled with a promising spring for building permits in the area, has Councillor Christie feeling positive an upswing in the econ- omy would be seen this year. She points to the Canterbury Commons project in Port Perry which is scheduled to build 185 units this year. Despite receiving some good news concerning the transfer payments, the uncertainty is far from over as the township must now await word on roads subsidies. Last year the town- ship received approximatey $1- million. "We're not out of the woods yet. But the news last week was good. If they keep the roads grants, we'll be able to do some projects," Mayor Hall said. 5th Anniversary Port Perry Farmers Market It takes a commitment, plan your vegetable garden now and sell your produce at the Farmers Market.
