This disparity between richer and poorer provinces is obvious when you talk to pro- vincial officials about creating a single national tax. If provinces, like Newfound- land, are going to give up any of their taxing power they still need assurances they won't lose revenues needed to maintain services. And because Newfoundland is so desperate for revenue - re- member the cod fishery is shut down, a huge tax revenue loss for the province - any tax breaks the federal government can give the people, through changes to the GST, Newfoundland offi- cials say they will move in and tax back. Newfouridland doesn't mean to give the federal government a hard time, they just have no money. As they told me they have simply run out of areas to tax and they still don't have the money to run the province. Consumer groups in Atlantic Canada, for the most part want an invisible tax. A few argued in favor of having it visible. To do otherwise would allow govern- ments to increase taxes without public scrutiny they argue. I prefer a tax that is invisible. Why? Because a visible tax creates an impediment for con- sumers. They've been very clear, they don't want to see a tax and they don't do the gov- ernment's accounting. Secondly, if the tax is invisi- ble p 'cple can't escape paying it. In other words, asking retail- ers to drop the tax if cash is paid. You don't see any haggling at gas pumps do you? While on the east coast I told the people I bet Ontario pays millions of dollars to the federal government to aid poorer prov- inces maintain standards equivalent to the richer ones. And although Ontario itselfis going through a very rough time economically, I said Ontario is committed to this country's his- toric principle of federalism. In other words helping poorer re- gions out. We still need to all pull to- gether to create a prosperous Canada. I don't mean to preach, and as I said, Ontario is in rough eco- nomic shape but I've seen eco- nomic devastation in Atlantic Canada.
