There is still potential for such action if the groups do not reach an agreementin the weeks ahead. "We've come part way togeth- er, but we must still come to- gether to avoid the mess (of a hearing),' Mr. Anker said. Although only three formal complaints were submitted and the parties were in attendance, the group will consult with the other neighbors before deciding on the next step. But Mayor Howard Hall was confident the costly hearing can be avoided. "I think it can be resolved with co-operation from both sides."
