Another national issue he would like to see resolved once and for all is the Quebec inde- pendence debate, which he said has been going on for too long. "I think we sorely need a fast solution to this. We don't want a constitution every 10 years. We must put thisbehind us." One issue of particular inter- est at the present time at all lev- els of government is the native's claim for self-government. Scu- gog has been touched by this is- sue concerning the Mississau- gas of Scugog Island First Nation's proposed plans for a charitable gaming facility on theisland. "This has given me an under- standing about the issue (of self- government)," he said. While Mr..Shepherd concedes the local First Nation must "evole in the community" and "get some acceptance in the community," there must be co- operation from all sides. "I think we need some kind of information flow. In some ways Idon't think the communication system has been as good as it could be," he said. "The community needs to un- derstand why the First Nation needs to be empowered. What- ever the natives do, we must un- derstand and find commonality. We must work together for the community." Mr. Shepherd has also tried to get involved in local works projects. The Liberal govern- ment introduced a federal- provincial infrastructure pro- gram during the election, which is currently in the early stages. The cost of works projects is shared equally by the three lev- elsof government. The Durham MP has tried to provide guidance to the munici- palities during the*application process to encourage long-term employment. He said he became concerned that a number of communities are earmarking the money for roads instead of long-term pro- jects which would create jobs. "The object of the exercise, is to put money back into the com- munity." Scugog council approved more than $1 million of projects last week including a new ban- quet hall, some roads projects, repairs to a boat launch and up- grades at the municipal library. Mr. Shepherd said an an- nouncement concerning fund- ing is expected next month.
