"We've never had a proposal or discussed the development of the fairground property," he said. This point was confirmed by councillor Ken Gadsden who said "there is no intention on part of council to develop the fairground lands." Councillor Gadsden, who admitted he was very angry when he first saw the sign, said he felt it was harmful to the public because it sends out a completely distorted message. "My reading of council is that there's not one member who doesn't want to negotiate a new lease," he said. But Dr. Cohoon sees it differently. He said the Mayor has implied the fairground is a wasted resource and if the opportunity came along it should be developed. "He thinks it's too valuable a piece of property to be left at the present utilization, and I think it's too valuable to be used for anything other than its pres- ent use." "I guess it's in the eye of the beholder," Dr. Cohoon said. Councillor Harvey Graham, who didn't see the sign until Monday afternoon said, "it (the sign) was very upsetting to me." Mr. Graham said he felt both sides had been negotiating in good faith and was sure that a 10 year lease agreement was very close. While he would still like to see an agreement hammered out before his term on council ends this November, councillor Graham said "this incident will certainly sour the negotiations." Regional Councillor Yvonne Christie said she was "absolute- ly stunned" when she saw the sign. In reference to the mention of an undisclosed development Councillor Christie said "it must be undisclosed to everyone, because we (councillors) know absolutely nothing of it." A final draft of a new agree- ment dated last May indicated there were two outstanding issues. One was the length of the lease and the other, the ter- minations clause. Dr. Cohoon told the Port Perry Star Tuesday morning the fair board is willing to accept a 10 year lease, but not a termination clause. "The cancellation clause is the Mayor's creation and it is unac- ceptable to the fair board," he said. Of the members of council interviewed by the Port Perry Star, all agreed the only real stumbling block in a new lease is the termination clause. But council is insisting on some kind of lease termination. "It's simply good business," is the way Mayor Hall sees it. Councillor Graham echoes the Mayor's sentiments saying the [+] fairground is "a valuable piece of land" and feels council must have the option of moving the fair to another location if a unique opportunity presents itself to the community some- time in the future. Councillor Christie said "we want a lease that is equal to both sides, a way out for either party if they desire." Chances of an early agree- ment to the five month old negotiations were put on hold for the summer last July. At that time the fair board sent a letter to council saying they did not have time to attend any more meetings until after the fair in September. Fair board president Paul Christie was unavailable for comment when the Star con- tacted his home following the fair Monday night.
