Bylaws affecting Scugog also concern Mr. Johnston, who feels a review is needed on several current bylaw policies. One of his concerns is that complaints should not be anonymous, un- less there is fear of retribution. He would like to see a commit- tee formed that can review all complaints with both parties in- volved, and have the committee determine "if there is really a complaint or a major problem." If it cannot be solved through the committee, it can goto court, but the committee would save a great deal of court money and time if a solution is found, he said. "If elected I will personally discuss any bylaw problem which comes up and get first- hand knowledge on it, and take a stand whether to defend it or not." If the changing of a bylaw would help someone's liveli- hood, he would stand by an amendment. In the weeks leading up to the election Mr. Johnston plans to familiarize himself with Ward 1 and "go out and discuss any of the problems I am not currently aware of." He * said during an interview Friday he hopes to carry on with the vision of managed growth and attraction of new investment . in Scugog he fostered during his first three-year term on the local council. Decrying what he called a "Chicken Little Syndrome" among anti-development forces, Mr. Carruthers said it is essential for the township to encourage well-managed growth. "We can't allow ourselves to stagnate," he said. "If we do, we will be passed by by our neighbors." He said "a modest number of homes and building on the market" would allow the township to continue to grow as the recession comes to an end. In additign, Mr. Carruthers hopes to see implementation of the township economic development committee's recommendations, including funding for promotion of the tourism industry here, and efforts to attract business and industry. "We simply have not been marketing our community," he said. He also took issue with some claims made by other council candidates: 0 he says charges of a lack of open government in Scugog simply aren't true. Council and committee meetings are open to the public, and decisions are made after community consultation, he said. "We've lived within in our means and yet managed to bring forth the same level of services," he said. He also spoke out in support of the proposed community centre at the Scugog arena site, and said he backs the fair board in its decision to extend its lease on the mid-town fairgrounds. He added he's feeling fit and ready for the election and subsequent term of council after a bout with cancer forced him to leave his post for several months. "After consulting with my doctors, their comment to me was to go for it," he said. "There's no reason why not. I've got all my energy back." Mr. Carruthers said he will act as a full-time councillor, having backed away from the management of his donut shop business in town. So far he faces two opponents -- Doug Moffatt and Barry Johnston.
