Councillors meeting Monday afternoon (Oct. 17) voted unan- imously to bring a rezoning bylaw to their next meeting Oct. 31, setting in motion a plan to sell a small parkette on Greensboro Dr. in the hamlet and devote the funds toward majors improvements to the community centre, ball dia- monds and fairgrounds. Area Councillor Harvey Graham, who put forth the motion, added the provision that a hold will be put on the sale of the three residential lots that would be created by the rezoning until next spring, allowing the township time to apply for provincial funding to aid the fairgrounds project. That will also give residents opposed to the sale of the park half a year to raise alternate funds, he said. The resolution came after three submissions on the plan, from both opponents and sup- porters. Fred Ford, a Blackstock resident who's seeking the Ward 4 council seat in next month's. municipal election, made a lengthy plea for the parkette, which he said is a valuable asset to the township's collection of parkland. "No mandate has been given to this council to sell off our assets and no emergency has been declared to justify these methods of raising funds," he said. "If every last resort has been tried and this township was flat busted broke, then and only then, maybe, could you justify the sale of parkland." Mr. Ford advised the council to implement improvements at the fairgrounds over several years, an approach he said would eliminate the need for a large single expenditure. Arguing in tavor of the sale was Ron Martyn, representin the Cartwright Minor Bal Association. He said softball, slow pitch and baseball have exploded in popularity in the township, bringing about a shortage of diamonds for the ever-increasing number of teams wanting to practice and play. Some coaches have resorted to putting their teams through drills in open lots and fields, he said. "We've got people practising anywhere and everywhere," he said. "It's not safe; it's not acceptable." Also speaking out in favor of the plan was minor ball coach Rick Davie. "The land (the parkette) is there for the benefit of the com- munity and benefit the commu- nity appears to be exactly what will happen with its sale," he said, urging councillors not to delay a decision, as kids are lining up for parks to play in now. SEPARATE SCHOOL BOARD | PUBLIC MEETING ON PROPOSED EDUCATION DEVELOPMENT CHARGES Wednesday, November 9, 1994 at 7:30 p.m. 650 Rossland Road West, Oshawa The Durham Region Roman Catholic Separate School Board will hold a public meeting pursuant to Section 31 of the Development charges Act in order to ensure that the notice requirements are fully met. The Board will consider proposed education development charges which may be imposed against the development of land in the jurisdiction of the board pursuant to an education development charge by-law. The purpose of this meeting will be to provide information about the education development charge proposal (which is identical to the one presented on September 27, 1994), and to permit any person who attends the meeting to make representation to the Durham Region Roman Catholic Separate School Board in respect to the proposed charges. Everyone is welcome to attend. Written submissions received at least one week before the public meeting will be distributed to trustees prior to the meeting. All submissions received in writing and those opinions expressed at the public meeting will be considered at the special Board meeting to be held immediately following the public meeting, at which time consideration will be given to by-law passage.
