"A Family Tradition for 128 Years" PORT PERRY STAR - Tuesday, November 1, 1994 - 9 Council okays move to township wide garbage pick-up as of Jan.1 By Jeff Mitchell Port Perry Star In a surprise move, Scugog councillors approved township- wide garbage collection during what will likely be the last meeting of their current man- date Monday afternoon. The 3-2 vote appeared to catch even councillors by sur- prise. It was clinched when Councillor Marilyn Pearce (Ward 2) voted in favor of a motion to extend garbage col- lection throughout the town- ship, even after she appeared to recognize the reluctance of some residents to accept a municipality-wide pick-up sys- tem. Vote went 3-2 Voting for the move were the motion's originator, Ward 1 councillor Ken Carruthers, and Area Councillor Harvey Graham. Councillor Ken Gadsden (Ward 3) and Regional Councillor Yvonne Christie were opposed. Councillor Gadsden objected to council committing itself to the $280,000 contract with the company BFI, based in Newcastle. Homeowners will be charged a flat rate of $35 a year for the service; currently the bill is based on a home's assessment, and the average bill is currently around $80. "I feel uncomfortable with this council making a radical change at this stage of the game," he said. Councillor Gadsden noted that township-wide pick-up appeared to be an inevitability, "but I really feel this is some- thing the next council should deal with in December." Siding with him was Regional Councillor Christie, who said residents have told her they prefer the current transfer station system, where they bring in their waste and separate recyclables into bins provided by the municipality. "For them the additional cost on their tax bills is not an alter- native," she said. "They do not want to see more money going out that they perceive to be taxes." "I've had a great variety of - opinion but the majority by far of people I've spoken to is 'No."™ Town administrator Earl Cuddie has advised pursuing the switch to township-wide collection -- currently the municipality provides pick-up to about 5,000 homes, and the new scheme will include more than 2,000 more -- saying it is a natural extension of services provided by Scugog. Councillors have indicated a willingness to provide the service for the town- ship's various hamlets, he noted. "I think you're going to have to look at the whole municipali- ty shortly thereafter." Carruthers made motion Councillor Carruthers, who has supported the switch to township-wide pick-up in past discussions, said the service ought to be provided to all resi- dents, especially since the municipal blue box recycling program is being expanded next year, and all residents would pay a portion of the price through their tax levies. He added that charges ought to be covered through a flat rate user-pay system, to avoid the inequities caused by basing payments on assessment. The 3-2 vote sealed it. The new contract with BFI takes effect Jan. 1, said Mr. Cuddie. Cattlemen protest removal of surtax on selected beef cuts By Kelly Lown Port Perry Star "I am very disappointed the government would do that," said Harvey Graham of the gov- ernment's announcement it is removing the 25 per cent surtax on selected cuts of boneless beef. In May, the government in- creased the tariff quota by 13,000 tonnes and at the time said it was a one-time adjust- ment. Mr. Graham, Ontario Cattle- men's Association vice presi- dent, and an area farmer, said the government assured farm- ers it was a one time thing and "now they have gone and taken itoffagain," he said. The association feels it is a bad time for such a move as the May announcement coincided with a sharp break in cattle prices. "The timing is especially bad, prices are depressed anyway. OCA president Ken Summers said in a statement that cattle- men are losing up to $200 per head on cattle being marketed this fall and the new interest "only seems to be ensuring that importers have a cheap supply of imported beef." The intent of the NAFTA agreement was that measures to control beef imports from off- shore countries would be har- monized. The United States maintains stricter controls on offshore beef imports than Can- ada does, and it leaves Canada open to trade action by the Un- tied States, the organization states. "This move by the federal gov- | ernment is insane. Our indus- try has taken steps to terminate the tripartitie stabilization pro- gram to avoid the risk of coun- tervail from U.S. cattleman. It alsoreduces government expen- diture.
