The new law would also restrict the sale of ammunition to those 18 and older. The package, according to Mr. Williams, shows that the feds have once more missed the point. He contends the focus should be on crime -- with stiffer penalties imposed on criminals -- and not on law-abiding gun owners. "I don't see any stiffer penal- ty for anyone using a firearm in a crime," he said Thursday morning. "It's done nothing against the bad guy, and alien- ated the good guy in particular. "It's typical." Mr. Williams has gone to some lengths to make his point. He has spoken with Mr. Rock personally, and was part of a local contingent that attended a huge rally on Parliament Hill this fall, protesting actions against legal gun owners. And he has written a lengthy opinion piece on the issue for the Port Perry Star. He's left frustrated by what he sees as the government's insistence on casting too wide a net to crack down on a problem that essentially involves law breakers and illegal arms. "It's designed to give the gov- ernment complete control over our lives, that's what it is," he said of the proposed law. Mr. Shepherd, however, con- tends that he and other MPs have relayed the messages sent by gun owners to the justice minister, and have been heard. "There has been some move- ment in Mr. Rock's position," he said from Ottawa. "People talked about banning all hand- guns, and they talked about immediate registration." Under the proposed law, col- lectors and target shooters could possess handguns, and owners of other arms would have until January of 1996 to register them with police. The MP added that he has spoken extensively with firearms advocates, and attempted to relay their con- cerns in Ottawa. But that didn't stop the phones from ringing at his Oshawa constituency office Thursday morning when the papers hit the streets with details of the proposed legisla-. tion. "We're getting the onslaught of people who don't like change," he said, adding that he will con- tinue to make himself available to listen to concerns. The legislation will go to the house for two readings and then to the Justice Committee for further examination, said Mr. Shepherd.
