Township won't pursue charges in littering case By Jeff Mitchell Port Perry Star Scugog Township won't pursue charges against Durham Region workers caught littering on videotape, says the munici- pality"s administrator. But four men filmed by a Caesarea- area boy tossing coffee cups and food con- tainers by the roadside have been disci- plined by their emplayer, their department head confirmed last week. Scugog administrator Earl Cuddie said Thursday that after investigating claims made by 13-year-old John Chrapek, municipal officials determined that since the offence occurred on a regional road, it was outside their jurisdiction. "We can enforce littering provisions on private property and on municipal prop- erty, but municipal property does not include regional or provincial," said Mr. Cuddie. He added, however, that the furor caused by a story in The Star, "I don't think they'll do it again." The Star reported a couple of weeks ago that John Chrapek, home from school on March break, was washing dishes at the window of his family's home on Regional Rd. 57 east of Caesarea when he saw a regional roads crew driving orange trucks stop for lunch by the road- side, play a game of cards on a truck's hood and then carelessly toss cups, wrap- pers and boxes into the ditch. John called his mother, Kim, and the two captured on film the four workers in the act of tossing garbage around. : They submitted the video tape to the township's bylaws department, in hopes action would be taken. Gerry Harness, maintenance opera- tions manager with Durham Region, said last week that the situation has been dealt with in-house. "The action we've taken is to discipline the employees," he said. "We certainly don't see their actions as appropriate, and we certainly don't condone them." Action taken against the workers, who work out of the region's Orono depot, is "private and confidential", he said. Mrs. Chrapek said she's happy with the outcome. She told the Star when she revealed the videotape that she was more concerned with shedding light on the lit- tering than seeing the region workers reprimanded. "I'm impressed," she said of the response by the region. "I don't think it will (happen again). I think they'll keep a closer eye on their workers, because it's kind of an embar- rassment. "I didn't want to see these guys lose their jobs." Mrs. Chrapek added that one of the men caught on videotape came to the family's house soon after the story broke to apologize for his actions. "He was lovely; very sincere," she said. "He did sincerely mean it. I kind of felt there was a lesson learned here." Since the Star story appeared the tape has been shown on two television stations, and other local media have picked it up, she said. Building permits on rise in township for February By Kelly Lown Port Perry Star Building permits issued in the township were val- ued at $145,100 for the month of February, up from one permit valued at $5,000 in February of last year. One permit was issued last month at a value of $75,000 for a single family dwelling. Two permits were issued at $6,500 for additions and alterations to single family dwellings. One permit was issued last month for a commeri- cal addition, a value of $43,600, and one permit for a garage was issued at a value of $20,000 com- pared to one permit issued last year at $5,000.
