Mrs. Black said she was shocked when she received a call from the CAS and she couldn't believe a comment from her child to another could evoke such a melee of events. Mrs. Black is angry that such a small incident turned into what it did. She said if there was a case where a child was being hurt she would want to see the authorities called, but such is not the case in her family, she said. Both Mrs. Black and her husband John feel it is the law that is to blame. Families need to be given a chance and not have such small incidents turned into a full fledged investigation, they said. "They should have talked to me and asked me what was going on," Mrs. Black said. Jessica had been attending the day care for more than one year and Mrs. Black feels the supervisors should know something about them by now, adding that there had never been a problem before. After much deliberation on what to do about her situation, Mrs. Black decided to go public mainly because she wants to warn other parents what can happen in cases like this. A CAS worker did speak with the family members, both as a group and individually, and Mrs. Black said although the worker told her he did not see a problem with the family, she still feels as though she has lost some rights as a parent. "I don't think it is right. I have to prove I am not lying, " she said. "I was going to let the whole thing slide, but I can't. I want others to know what can happen," she added. The whole line between discipline and abuse has become very clouded, Mrs. Black points out and now she faces the worry that if she does not allow her child to do something or she raises her voice she will be scrutinized or labelled a bad parent. According the Child and Family Services Act the day care officials did what is legally required of them. The law states that it is the duty of day care workers among others to report if they believe there to be reasonable grounds that a child may be in need of protection. The CAS in turn must by law follow up any referral within a 12-hour period, acording to Brenda McConnell, community relations supervisor. "Our goal is not to break up families but to keep children safe and to work towards keeping families together," she added.
