[Ld wet PORT PERRY STAR - Tuesday, May 16,, 1995 -21 Claim Durham is under funded Group seeking 'fairness' Leaders of the Fairness for Durham Kids Cam- paign released documen- tation last week about what they call the inequi- ties in provincial funding for children's services. "Children and adoles- cents with special needs face a critical shortage of essential services and sup- ports in Durham Region use provincial fund- ing is not distributed fair- ly to high growth areas" said Mort Marder, co- chair of the campaign. The shortage of services has come about because funding has not kept pace with Durham's rapidly growing and changing population, the group con- tends. They say that as provincial funding has been reduced across the province each year, the number of children and adolescents in Durham has mushroomed. Be- tween 1981 and 1991, Durham's grew by 44 per cent. Mr. Marder noted that resources for Durham would increase from $22.4 million to $36 million if funds presently being spent by the Ministry of Community and Social Services on services and supports to young people with special needs were redistributed according to child population. Children and adoles- cents with special needs includes those who have developmental delays, speech problems, physical disabilities, social, emo- tional or behavioral con- cerns, and others. More than 20,000 children in Durham are estimated to have one or more special needs, the group says. Provincial funding to the Peterborough area of- fice -- which handles cases in Durham -- is the second lowest in the province, the group said in its state- ment. Within the Peterbo- rough area, Durham's per child allocation, $187, is the lowest. As a result of the fund- ing shortage, there are long waiting lists and re- sulting delays for essen- tial services, said Mr. Marder. While waiting, problems may get worse for both the child and his or her family, he said. The funding shortage also means there are es- sential services that are simply unavailable in Durham, said Mr. Marder. Lyn Artmont, co-chair of the campaign, said that the province's concern about fairness in federal funding to Ontario paral- lels Durham's about fairness by the prov- ince. She suggested that the provincial government can demonstrate its com- mitment to fairness in three ways: 0 eliminate funding con- straints on children's ser- vices in Durham; 0 allocate any new dol- lars for children's services to the areas that are the least fairly funded, such as Durham; and 0 reallocate existing re- sources on an equitable - basis. concern .
