"A Family Tradition for 128 Years" a Shan PORT PERRY STAR - Tuesday, October 3, 1995 -3 Council calls for change to Lishman proposal Neighbors petition against rezoning, citing noise, loss of privacy By Jeff Mitchell Port Perry Star Scugog councillors will send a recommendation to Durham Region that the aerodrome por- tion of a large development in Nestleton be eliminated. The resolution came at the end of a debate last week that was sparked by receipt of a petition from a number of neighbors living in the vicinity of the property that Bill and Paula Lishman want to rezone and develop. The mammoth development, on land which is currently zoned agricultural, would "include commercial and indus- trial elements for Mrs. Lishman's fur business, and a film studio stage and ultralight aircraft landing facilities for Mr. Lishman's pursuits. It's the ultralight flights and landings that most concern neighbors, according to the petition received by councillors, and they took a degree of action on it. They stopped short, though, of calling for use of the small airplanes to be eliminat- ed from the proposal. Part of the reason for that is that there are so few rules governing the operation of ultralights. "I don't think there are enough regulations in place for us to be able to manag an aerodrome," noted Regional Councillor Marilyn Pearce. "(Mr. Lishman) can (fly planes) - there right now, and he doesn't have to call it an aerodrome." She said that while Mr. Lishman can be depended upon to manage an airfield respon- sibly, creation of the facility might leave the area open to irritants in the future. "Bill Lishman will keep things that way, but the next guy may not," said councillor Pearce. "I think we should give the region notice that we have con- cerns about the aerodrome." Petition received The petition before council was signed by a number of Nestleton residents who are opposed to the Lishman pro- posal primarily because of the airplane-related pursuits out- lined in the rezoning applica- tion. Those include an ultra- light aerodrome, inclusive facilities for storage, mainte- nance and fabrication of the aircraft, and a grass take-off and landing stnp. The neighbors cite noise and a loss of privacy from increased air traffic in the area, and the potential for serious accidents. And the neighbors have had their share of aircraft this sum- mer. As filming takes place on the farm Mr. Lishman uses to stage his annual flights south with geese, helicopters, air- planes and ultralights have regularly been buzzing Nestleton. Warren Briggs, one of those who signed the petition, said the neighbors are worried that the region will approve the facility without imposing enough restrictions for opera- tions. "We want some guarantees there are some kind of guide- lines as to what (Mr. Lishman) can do, and what he can't," said Mr. Briggs. "I think it's good planning to have regulations in place." Neighbors are also con- cerned about the sizeable chunk of agricultural land being rezoned, and worry about a proposal to expand the ham- let's boundaries to allow the project to go ahead, said Mr. Briggs. Not all members of council were sympathetic toward the petition-writers. Mayor Howard Hall said for years people in Cartwright have been clamoring for some kind of industrial development.
