"There's continuing negotiations in the background," said Mr. Coy, explain- ing that a number of Liberal MPs have been lobbying Human Resources min- ister Lloyd Axworthy in an attempt to save the offices, which link farmers with casual workers. "There are all sorts of proposals being made. "Several MPs have been very vocal in their support of the continuation of the offices." Not among those MPs, however, is Durham rep Alex Shepherd. He's on the record as backing the feds' cuts to AES budgets, noting that they're a nec- essary part of the government's deficit- cutting measures. Mr. Shepherd contends that the ser- vices currently provided by the AES at its Water St. office can easily be assumed by Canada Employment Centres, (CECs) such as the one in Oshawa. oaks also been suggested that the job postings typically handled by the AES be listed on job bank computer kiosks. employers, and the dozens of young people set Y48 who sign up each sea- son to work as casual coy laborers -- can't be replaced by the Oshawa centre. "They don't have the funds to provide the kind of personal service we do," he said. "There's really no way these short-term jobs can be handed without _personal contact." Mr. Coy said the feds ought to be offering rural residents more access to government services, not less. He's now talking with CEC managers in Oshawa to try and find a way to bring that about. He also said he's struck by recent reports that AES services in Quebec have been given a boost. The Valley Farmers Forum reported last month that funding will go to Quebec offices for another two years, while attempts to revive Ontario's $3.1 million program have stalled. "I think my first reaction to that is there's no reason why, if you're going to fund it in'one province, you shouldn't fund it in others," said Mr. Coy. Meanwhile, he said he'll-fight to "ensure the Employment Centre job bank kiosk at his Water St. office.
