Durham MP Alex Shep- herd presented the budget at a meeting at Durham College last week spon- sored by the Clarington Business Group, Oshawa and District Chamber of Commerce and the Scugog Chamber of Commerce. The highlights of the March 6 budget will see a continued decrease in the deficit, noincreasesin per- sonal income tax rates, no increase in excise taxes and enhanced benefits for low-income families, sen- lors and students attend- ing university. Mr. Shepherd said the hardest hit areas of the new budget will be de- fense and the agricultural sector. The budget will contin- ue to aim at reducing the deficit significantly. The deficit stands at $32.7 bil- lion for the 1995/96 fiscal year and is expected to de- crease to $24.3 billion by the 96/97 fiscal year. The government 1s on target with its plans, ac- cording to John Willaims, of Deloitte and Touche consulting firm. There was a $42 billion deficit when the Liberals went into power and it now stands at $32.7 billion, he said. Although he said the federal government's plan of attack on the deficit is more modest than other provinces the business planison target. Although the budget 1n- cludes no new taxes, Mr. Williams points out other changes. The limit on RRSP contributions has been limited to $13,500 a year as well as a cap being put on contributions to Registered Pension Plans. Theres also achange to Child Support, making the payments non-taxable for recipients. Although the govern- ment applauded this deci- sion, calling it beneficial to the children, Mr. Wil- liams said that is the far from the truth; he guaran- tees people can look for their support payments to decrease in the future. "I think that will be a detremental change," he said. Another change will see the old age security and guaranteed income re- placed by a single tax-free monthly benefit, begin- ning in 2001. The new Senior benefit will provide a guaranteed minimum income that is $120 more than the present amount and will be indexed to in- flation. The budget notes the in- flation and interest rates are low and will remain that way; that Canada's cost competitiveness is the best it has been in 45 years; our merchandise trade surplus has reached record levels and current account deficit as a share of GDP is the lowest level in 10 years; and that Ca- nadian dependency on new foreign loans has fal- len from $29 billion in 1993 to $13 billion in 1995. Job creation is the most important statistic of all, according to Finance Min- ister Paul Martin, who stated that since January 1995, a total of 263,000 private sector jobs have been created. There's nothing like small-town living for store owner CTC By J. Peter Hvidsten Port Perry Star As excited as they are about the chance to own their own business, Dave and Simone Deplaedt are equally pleased with the way they've been accept- ed in the community. Before the baby arrived, Mrs. Deplaedt worked as a dental assistant, a job she hopes to get back to part-time sometime in the future. When the opportunity came to buy the Port Perry store they did not hesitate to pack up and move to Ontarie. "We would have moved to Newfoundland if a store had come up there," he said. Mr. Deplaedt is working hard these days to improve both the appearance and selection of products in the store.
