Both Scugog Township and the BIA have wanted to see a policy put in place for several months. Town- ship Council believes a policy will help to control the crews as well as bene- fit the town by implement- ing fees. The BIA has been bois- terous in its complaints over the years insisting the number of production companies coming into town has had an adverse effect on local business both immediate and long- term. The BIA's stance is local stores are losing business, the filming companies are not spending their money in the town, as they bring their own catering busi- ness with them. The problem came to a head last summer when two production companies closed the main street down for back to back weeks. The BIA was at one point suggesting a fee of © $10,000 to the BIA to com- pensate the lack of busi- ness as well as the $5,000 paidin trust. The BIA was seeking council's approval of the policy, before forwarding it to the Ontario Film De- velopment Corporation. Several members of council commented that the fees and conditions set out in the BIA policy will scare producers from ever coming tothe area. Both the Chamber and BIA were invited to share their views at a recent council meeting, but rep- resentatives were not at the meeting. The draft policy of the township's was released in February. It calls for a fec of $500 to $1,250 a day to film in Scugog. The policy also suggests: a compensation fee of $100 per day, as compared to the BIA's $100/per hour request, to businesses within 100 feet of the film- inglocation. The policy, which con- trols filming on public property, roads, streets and in parks, has a num- ber ofother provisions. Other regulations in the draft state crews must clean up after themselves, are to use off-duty police officers for traffic and crowd control, to supply a map of shooting locations and times and to restrict lighting whenever possi- ble as not to interfere with neighboring residences and traffic.
