The final budget document was to be ratified by trustees at a board meeting last night. Trustees wrangled for weeks with the budget, cutting programs and Jobs. Some programs were brought back as trustees decided the system could- n't fulfill its mandate of providing quality educa- tion to the kids of Durham without them. But big-time job cuts were allowed to stand. The board cut two of its 12 superintendents' posi- tions, and slashed more staff from its administra- tion offices. In all, some 50 jobs were eliminated at the board office, which has a staff complement of about 330. "I feel we're going to damage the system," said Mrs. Drew. "There just isn't the staff to support the teachers in the classroom, and the kids." Administration staff at all levels were hit when the budget axe started swinging, said the local trustee: "We tried to make it equitable for all depart- ments. They all had to find their x-amount of dollars.
