McClelland Port Perry Star - Angry Scugog councillors are threatening to stop approval of Phase Two of the West Shore development until the developers clean up problems from Phase 1 and agree to pay for daily on-site inspections by a Township appointed engineer. "A line has been drawn in the muck," said Regional Councillor Marilyn Pearce as council discussed what it calls on-going problems with the West Shore seniors housing development. It's on Simcoe St. in Port Perry, just north of Perry St. "The process has not been working in phase one," Councillor Pearce said angrily. "The control of this pro- ject has been terrible right from the start. It looks like a war zone. "Despite all assurances (from the developer) nothing "has been done. Council has to take a firm stand with this guy." Ward 1 rep Doug Moffatt agreed, saying he's prepared to see the entire project grind to a halt -- "stop the bull- dozers, the steam-shovels, everything." "We (council) have been stifled at every turn," said Ward 2 rep Ken Carruthers. What council wants are landscaping problems cleaned up immediately, and a fence put up along the east side of the property to buffer it from a residence. More importantly, the developer will have to put up a letter of credit to pay for a township engineer on site who will make daily report to the municipality, and see that the project is done right the rest of the way. Phase 2 involves construction of about 14 self-con- tained living units for senior citizens. Site plan approval of this phase has not been granted by the township, and won't be until the developer agrees to the conditions spelled out by council on Monday. Phase 1 calls for 16 self-contained living units and the three-storey apartment building now under con- struction. Scugog Mayor Howard Hall agreed with council's decision, but said it's "too bad we did not put this strong message to the developer when he was at a (recent) council meeting.
