The two exchanged words last Wednesday (Sept. 10) at a Regional Council meeting when Mayor Diamond questioned upgrades being done on Regional Rd. 7, commonly known as the Island Road. : While going over a report from Durham's works committee, Mayor Diamond expressed her dismay over the cost, and the sharing, of the repairs. She also wondered if the road is being upgraded to usher gamblers to the Great Blue Heron casino. The $1 million price tag for the work was approved last spring, and the job has run slightly over budget, said Mayor Hall. He said the expense is jus- tified, and was approved by regional councillors in the spring. "We all agreed to this project because that section is the most dan- gerous road in Durham Region," he said after the meeting. "There have been seven deaths on that road over the past four years and in the coroner's report it was noted that upgrades were necessary." The road has narrow and loose shoulders, and drivers who lose con- trol can be in trouble, said the mayor, who added the region has recognized the need for upgrades for years. "They first looked at fixing it up in 1971, and then they re-assessed the repairs in 1977.. They did small upgrades in 1981 and 1989, but they never really did a complete job because of the lack of money," Mayor Hall said. Enough money was finally accumu- lated through the Canada/Ontario Infrastructure Works (COIW) pro- gram, which will see the cost of the upgrades be split between federal and provincial govern- ments, as well as the region. "We're not doing this because of the casino," he said. "We're putting this money to good use so that Durham Region will not have a El to foot the $1 million : SESE bill. The mayor offered an opinion that the public questioning of costs for the project was just an attempt to grab headlines. "Mayor Nancy Diamond is dead against Durham Region. She wants to separate and get Oshawa out and since it's election time, she's just playing around to get some votes from people who think the same way," he said. "The whole idea of the region was to share costs, but she thinks Oshawa's getting stiffed.
