"A Family Tradition for 131 Years" PORT PERRY STAR - Tuesday, December 2, 1997 - 15 MPP relieved at passage |SSHils of controversial Bill 160 By Chris Hall Port Perry Star While it's experienced many obsta- cles along the way and could be in for a few more, Durham East MPP John O'Toole predicted the passage of Bill 160 yesterday. Strongly protested by the province's 126,000 teachers -- they staged an ille- gal 10- day strike -- and concerned par- ents, the legislation has been the focal point of a huge amount of attention. The bill addresses class sizes, the amount of preparation time for teach- ers, and numerous other facets of public education. Opponents claim it's a power grab by the province that will take deci- sion-making powers away from local boards. The government counters that the bill addresses issues of quality and cost-effectiveness. "It is time to get on with the changes," said Mr. O'Toole. "We all have to work together: students, teachers and administration." He criticized the actions that have been taken in protest, particularly the teachers' strike, and acts of civil disobe- dience which have seen the public gallery at Queen's Park cleared on a number of occasions. "All the defiance of the this bill has been very unproductive, and at that I am appalled," he said. "Everyone is not being productive, but we all have to work together to make the system bet- ter for each child; that is the focus here. Bill 160 will see . the government take nN control of class sizes 8 and reduce the | preparation time | high school teachers | now receive. The bill may also allow the province to look into the recruitment of non-certified teaching staff, which critics say could result in the loss of teaching jobs. Mr. O'Toole said the bill and debate surrounding it have had the govern- ment under fire over the past couple of months, and adds that there may be more protest yet to come. "Ontario's education system serious- ly needed some changes and equity and accountability changes are central. They system needs to be reformed and the past two governments were reluc- tant to face the problems with doing so. Here in Scugog, at least one group has organized to protest Bill 160. They've been meeting at R.H. cornish Public school in Port Perry, and vow to continue the battle. The government was scheduled to bring the bill up at 2 p.m. on Monday for a vote, and Mr. O'Toole observed that the opposition can use a variety of tactics to stall things: "There are ways they can delay things such as bells, wrangling and so on, but it will pass," he said.
