Peter Hvidsten Port Perry Star Pledging to uphold the trust which had been shown to him by the voters, Mayor Doug Moffatt took his oath of office Monday afternoon in front of a packed auditorium which included his mother Anne Kew. Mr. Moffatt becomes the fourth mayor to head the Township of Scugog since the Region of Durham was incorporated in 1972, and he noted that the township has now had a mayor from each of the four original municipalities (Cartwright Twp., Scugog Island, Port Perry and now Reach Twp.). Scugog administrator Earl Cuddie presided over the inauguration ceremo- ny, which included a decla- ration of office and oath of allegiance by each of the members of council. At the conclusion of the brief ceremony, Mr. Cuddie announced the new council to cheers and whistles from the crowded room. He introduced a number of special guests and acknowledged the efforts of councillors pre- sent who were not return- ing to the table this next term. Mr. Moffatt said council 1s heading into a time of many changes, but sug- gested the changes could present opportunities for the township. "We can rise to these changes and challenges," he said. He said that council must focus its efforts over . the next term, listening and sharing their views with the public. Once again he pledged to hold open 'town hall meetings' throughout the year where the public can question and share their concerns. Regional Councillor Ken Gadsden noted he was excited about the next term of council, despite the huge challenges ahead. Durham Regional Police released some startling figures yester- day after numbers indi- cate that impaired driv- ing could be on the rise locally. After one week of the police force's six-week Holiday RIDE (Reduce Impaired Driving Everywhere) campaign, figures show a signifi- cant increase in the number of people drink- ing and driving. According to a Durham Regional Police press release, of 4, 950 vehicles stopped between Nov. 28-30, a total of 13 people were charged with driving over 80 Mgs, compared to seven a year ago. Only 3,545 vehicles were stopped in the first week of checks in 1996. Also, 145 people were given roadside tests, up from 77 the previous year. A total of 23 people 1st Port Perry Scouts Christmas Trees were given 12-hour sus- pensions for registering a warning, almost dou- ble the 14 that were handed out last year. No one was charged with refusing a breath test, say police. While the RIDE pro- gram was being conduct- ed in Clarington, Oshawa, Whitby, and Pickering, an additional five drivers were charged with Impaired Driving by officers on regular patrol. RIDE spotchecks also resulted in five people being charged with other offences such as posses- sion of narcotics, no insurance and danger- ous driving. All 18 people in Durham Region who were arrested and charged with drinking and driving offences over the past weekend will have their licenses automatically suspend- ed by the Ministry of Transportation for 90 days. . . . .
