Speculation is that the scheme will at least in part be based on the number of students in the school district, and the kind of programming the government wants provided. In the meantime, trustees look ahead to the next school year begin- ning in September, and wonder what their budget picture is going to look like. "Everything hinges on the funding formula," said Mrs. Drew. "This is really, really risky," she added. "We're getting stuff in place for " September." Also finding the uncer- tainty worrisome are par- "ents, who now may be depending on the school system to provide JK spots for their young chil- dren, said the trustee. "Parents with really young children have their expectations in place," she said. Durham East MPP John O'Toole said that lingering uncertainties that come with board amalgamations and new taxation and assessment schemes have delayed the funding formula, and will continue to until at least the middle of next month. But the funding for- mula and JK will be high on the agenda when the Tory caucus meets this week, he said. "It will be a very topi- cal issue," he predicted. "The whole education funding issue is very con- troversial." "The attempt is to pro- vide equal funding for every student in Ontario," said Mr. O'Toole. He added that efficient man- agement in past years will likely be beneficial to boards such as Durham's public school board. "Our board in Durham 1s one of the lowest-spend- ing boards in the province," he said. "I do not anticipate they would experience a disadvan- tage (under the new fund- ing scheme)." Meanwhile JK pre- sents another problem, particularly among newly-amalgamated boards which could be comprised of former boards with JK, and some which haven't instituted the program. "In some cases it's not just the funding; it's the capital," said Mr. O'Toole: "They (the boards) don't have the space."
