"Our board in Durham 1s one of the lowest-spend- ing boards in the province," he said. "I do not anticipate they would experience a disadvan- tage (under the new fund- ing scheme)." Meanwhile JK pre- sents another problem, particularly among newly-amalgamated boards which could be comprised of former boards with JK, and some which haven't instituted the program. "In some cases it's not just the funding; it's the capital," said Mr. O'Toole: "They (the boards) don't have the space."
