McClelland Port Perry Star Scugog Township is bet- ter off staying in Durham Region than joining other townships or going on its own, says regional chair- man Roger Anderson. Addressing local coun- cillors Monday afternoon, Mr. Anderson admitted there are many pros and cons to regional govern- ment. But in his view, it is more cost efficient to be part of the region than amalgamation. But there are no studies at this time to back up either side of the argu- ment, he allowed. "Do the studies and prove me wrong, but I don't think it can be done," he told councillors. "I'll be surprised if you can show me a report" that proves Scugog would be better off economically under some new form of local government, said Mr. Anderson in his first visit to a Scugog council meet- Ing since he was elected chair of the Region last December. He was responding to a statement from Ward 4 rep David Dietlein, a long- time foe of Scugog being part of Durham Region and a staunch opponent to any suggestion that Scugog end up in the Greater Toronto Services Board. Councillor Dietlein said he would like to see the northern part of Durham (Scugog, Brock and Uxbridge Townships) form a new amalgamated municipality. Mayor Doug Moffatt sald Scugog needs to explore all its options, including the status quo. But before any decisions are made, every option must be studied and exam- ined very closely. So far, other than some exploratory discussions, there have been no in- depth studies of amalgamation of the three northern members of the Region. On another topic, Mr. Anderson painted a gloomy financial picture for Durham Region this year, which he blamed directly on downloading of services by the provincial government. As it stands now, he said, Durham is looking at a budget increase of $10.3 million (11 per cent) because of downloading. The province is telling the region what to do and "then hands us the bill," he said. The region simply "does not have that $10.3 mil- lion, under any circum- stances," Mr. Anderson said, adding that if there are no changes, Regional taxpayers will have to pick up the tab. Mr. Anderson said the provincial government has set March 28 as the date when it will hand down yet another set of numbers associated with download- ing and the transfer of ser- vices which are supposed to be revenue neutral. He said of the region's $200 million annual bud- get, Just 4 per cent, or $8 million is controllable by regional council. The rest 1s taken up in programs and services mandated by Queens Park. "I just hope they (the new GTSB) listen bet- ter than the province did." In response to a state- ment by Mr. Anderson that fire protection is one area that could be studied by Durham, Mayor Moffatt said 1t would make no sense for a volunteer force like Scugog's to join a force gional chair says such as those in Oshawa or Whitby, whose members are full time municipal employees. "Let's see if this is so," replied Mr. Anderson.
