"It will provide summer jobs for life- guards and instructors," he said in defense of his plan, which he estimates could be done for around $25,000. "There will be no deep end; it's going to be a square box with 54-inches of water." While he wouldn't say that he opposed the idea, township's Parks and Rec com- mittee chair Ken Carruthers said the pro- posal would be a tough task to handle. "I don't disagree with the various recreation needs (in Blackstock), but right now the township and the rec committee is strapped for cash," he said, adding that the installation of a pool would be over- stepping the responsibilities of the committee. "That is not the mandate of the board: they couldnt be involved with the pool," said Councillor Carruthers. "Their job is to look after the (Black- stock) hall, arena and town hall... but even if they approved it, council could overrule it," he warned.
