8- PORT PERRY STAR - Tuesday, April 7, 1998 "Scugog's Community Newspaper of Choice" The Port Perry Star Star captures 3 provincial awards has been judged the best paper in its circulation class in Ontario by judges in a province-wide com- petition. In all, the paper brought home three awards for its submis- sions in the annual Better Newspapers Competition. The Star was named recipient of the General Excellence Award for papers in the 3,500 to 6,499 circulation class at an awards gala hosted by the Ontario Community Newspapers Association (OCNA) in Toronto Saturday night. In all, 28 papers from across the province and the Northwest Territories entered the category. The Star was also hon- ored with a first-place prize for its submission in the Best Front Page category, open to all papers in the province regardless of their circu- lation. There were 44 entries in the category. And the paper's adver- tising and production departments were hon- ored with a second-place finish in the Original Advertising Idea compe- tition. Recognized was a guidebook on the Scugog Shore Museum, printed by The Star last year. McClelland Port Perry Star One often hears resi- dents of Scugog express fears that their commu- nity could some day grow to the size of a small city of 50,000 peo- ple or more. But the chance of that happening is so small as to be almost an impossibility. And the reason 1s the lack of two essential services: water supply, and sewage treatment. Even though the Port Perry sewage treatment system on the Nonquon Rover is slated to be expanded, perhaps in the year 2002, the max- imum number of people that could live in the Port Perry serviced area 1s about 11,000. At a recent meeting of the township's plan- ning committee, Scugog administrator Earl Cuddie pointed out that even if there was the money available for a larger expansion to the treatment system, 1t will not happen for envi- ronmental reasons because the Nonquon River 1s not large enough to handle the treated eftluent. He went on to say that the only way Port Perry could grow to a population of 40,000 to 50,000 people would be to build a "big pipe™to pump sewage south for treatment in Whitby, and at the same time build another "big pipe" to pump water from Lake Simcoe. Those projects would cost millions of dollars, he said. Scugog's planning consultant Jim Dyment agreed, telling the meet- ing that even over the long term -- 20 to 25 years -- the population in the Port Perry urban area will only reach 11,000.
