Sides with party on 'moral judgement call' Shepherd in favor of hepatitis bill By Rik Davie Port Perry Star When parliamentarians sit today to vote on a com- pensation package for Canadians infected with hep- atitis C, Durham MP Alex Shepherd will stand with his Liberal colleagues. The legislation, which would see 22,000 people who contracted the virus through tainted blood after 1986 receive a package totaling $1.1 billion dollars, has been harshly criticized by some as an abandon- ment of those infected before the cut-off date. Mr. Shepherd disagrees. "Before the date set by the government, there was no reliable test that could be used to test blood for the hepatitis C virus," he said in an interview Friday. The virus, passed on to more than 22,000 Canadians through blood transfusions, was virtually undetectable by normal testing until 1986; therefore, the govern- ment has disallowed claims with origins before that date. That stance has been soundly criticized by lobbyists for those infected with the virus, and by opposition MPs. It's become so contentious that Prime Minister Jean Chretien has declared the matter a vote of confidence 1n the government, and is rallying his troops to push the legislation through. Manifestations of infection range from almost none at all to a complete disability and death. Mr. Shepherd said that makes establishing fair compensation for each victim difficult. "In a perfect world I would want to fully assist everyone with an ailment that debilitates them," he said. "But as you can realize, the health care system simply could not take the strain." Mr. Shepherd realizes that some see this decision to impose a cut-off date for compensation as morally wrong. "I agree that it is a moral judgement call, but if you look at the function of government... much of what I do is a moral call on my part," he said.
