8- PORT PERRY STAR - Tuesday, May 12, 1998 "Scugog's Community Newspaper of Choice" Shepherd, O'Toole clash over hepatitis funds By Rik Davie Port Perry Star Premier Mike Harris' call for the federal government to extend compensation to all hepatitis C victims has Durham MP Alex Shepherd furious. He minced no words when asked to com- ment on the premier's call for the feds to rethink a $1.1 billion compensation package that had already been agreed on by the provinces. It was passed after all Liberal MPs voted in favor of the legislation, which was soundly criticized by victims who con- tracted the virus through tainted blood. Mr. Harris blew the issue wide open last week when he pledged $200 million as Ontario's share to help those infected with hepatitis C before 1986. Hepatitis C first appeared in the Canadian blood collection system sometime around 1974. 1t is estimated that as many as 22,000 people may have contracted the sometimes fatal disease between 1986 (when a test for the virus was first available) and 1990. Mr. Shepherd is skeptical of the provincial O'Toole Shepherd leader's motives. "Mr. Harris has changed his mind three times on this issue," Mr. Shepherd told the Star. "We had an agreement with the provincial health ministers on this. It doesn't say much for Mr. Harris' confidence in his own health minister does it?" the MP said. Predictably, Durham East MPP John O'Toole sees things quite differently. "We are elected to serve the people, and the people have been quite vocal in their support of a more humanitarian tack on those infected with hepatitis C before 1986," Mr. O'Toole said in defence of the provincial stance. But Mr. Shepherd feels the Tories are simply making a public relations move at the expense of federal-provincial relations. "Mr. Harris has done something here that he hasn't put a lot of thought into," Mr. Shepherd said. "I was with the Prime Minister (Thursday), and he 1s quite dis- turbed at what the long range effects of Mr. Harris' statements may be." Mr. O'Toole, however, said public relations have nothing to do with the government's stance. "The premier is simply reacting to what he has heard from the public, and what we (the members of the caucus) have told him our constituents want done." In response to the latest shots in the war of words, provincial health and finance min- isters are scheduled to meet in Toronto early in the week to hammer out an end to the impasse.
