McClelland Port Perry Star Negotiations between Scugog Township and the owner of an auto salvage yard in Saintfield have resumed after the owner submitted new plans to the municipality earlier this week. Peter Rabin told coun- cil on Monday the new plan calls for a 40 by 60- foot structure built around an existing garage; outside storage area with a six-foot high privacy fence, and park- ing spaces in front of the new building for 16 vehi- cles. "I want to get this sort- ed out and do it right," he told council. Mr. Rabin has owned the property on the west side of Hwy. 12 at the intersection of Concession 14 for the past 11 years. He has been involved in a sometimes bitter dis- pute with the township for more than a year over how he wants to improve the property and busi- ness. Council agreed last Monday to allow Mr. Rabin to proceed with the new plans, and instructed municipal staff to come up with strict require- ments for construction of the building and its tim- ing before giving final approval to a site plan. A couple of times dur- ing last Monday's discus- sion, Mayor Doug Moffatt warned Mr. Rabin that the problems must be resolved properly. "Rest assured, there will be very strict dili- gence. Let's understand each other right now," said the mayor. He has been highly critical in past meetings and said Monday "there is no way I can support this", because of the way things were done in the past. Mr. Rabin "has made no effort to do anything to clean the place up," said Councillor Carruthers. If council agrees to staff recommendations on the revised site plan and a timing schedule for construction of the new building, Mr. Rabin said he wants to start as soon as possible. Putting up the privacy fence around the outside storage area would be a priority, he told council. Ward 1 Councillor Keith Bacon said if the new site plan is followed, it will be a vast improve- ment. He called it a decent proposal and "an honest effort to get rid of the junk."
