14- PORT PERRY STAR - Tuesday, June 23, 1998 "Scugog's Community Newspaper of Choice" By Rik Davie Port Perry Star Scugog Mayor Doug Moffatt, left a meeting of the Greater Toronto Area mayors and councillors last week with mixed feelings about the outcome of such meetings -- and their future. "If the GT'SB (Greater Toronto Service Board) bill is tabled in the house as is, well, that could mean that this is the last time this group will meet," he said after the gathering in Pickering Friday. The GTSB bill could see rural town- ships like Scugog governed by a mega- council that would pool financing for, among other things, GO Transit and roads planning. Scugog would likely only have one vote on major decisions, while areas like Toronto would have several votes. "This means that urban solutions to MPP says he'll back bill to begin debate rural matters could be forced on us," Mayor Moffatt said. M ay or Moffatt also said GTA mayors made great strides towards understanding each other's problems and reaching eco- nomic plans that could benefit all involved, he's still leery of the GTSB format. "This is not a game we're playing. This is very serious stuff," said the mayor. "To the people in our municipality it will have very long-range ramifica- tions." Doug Moffatt that while the: Mayor Moffatt plans to take the issue to his council for their feedback, and come up with a municipal policy to address the provincial plan. Oshawa mayor Nancy Diamond also fears for the future of rural Durham Region should the GTSB go through. "We are coming into the 25th anniver- sary of Durham, and we are working well," Mayor Diamond said. " Regardless of the size of the com- munity, there is a friendship there that is very positive. "But I am hearing from particularly the three northern townships that if this service board comes to be, and if they do not have a voice at it, then they may want out altogether." Durham East MPP John O'Toole has backed up Mayor Moffatt in the past, both verbally and in writing, but said last week he will vote in favor of the Moffatt still leery of GTSB framework GTSB bill when it is tabled in the legis- lature. "Yes, I will support it in its first read- ing," Mr. O'Toole said. "I would urge all to support it. That is how we get things on to the floor for discussion." Mayor Moffatt warns Mr. O'Toole to think carefully and understand what it is he's supporting. "He should look at it very carefully before he even votes for it the first time," Mayor Moffatt said. "Once the bill gets in on first reading it becomes more difficult to amend it." The mayor said that in the end his constituents will decide his position. "I have a duty to the people in Scugog not to do anything that would deprive them of a voice in their future," he said.
