"We have had very pleasant walks," he said, admitting that he was in the centre of one not so pleasant incident once. Councillor Gadsden took exception as well to his colleague making the comments about public safety in a committee meeting where they might be reported by the press. He said if the remarks were reported, it could be sending out the wrong message. At one point during the discussion, Councillor Carruthers said con- stituents have told him they fear going into a neighborhood park "where 10 to 12-year-olds are screaming the worst obscenities imaginable." The disagreement came up during a discussion on how to combat what Councillor Carruthers described as ever-increas- Port streets 'unsafe' ing incidents of vandalism to public property in the waterfront parklands in Port Perry and in other parks in the township. "There have been sev- eral (vandalism) invasions so far this summer," he said. This vandalism "is becoming very serious and very costly. By doing noth- ing, by not speaking out, we are sending a message that it (vandalism) is okay." A particular target is the washroom at the base- ball diamonds, he noted, and township staff are considering the installa- tion of strong steel doors as one method of dealing with the problem. Councillor Carruthers suggested that the munic- ipality start offering cash rewards to anyone who reports those responsible for damage to public prop- erty. Mayor Doug Moffatt said the township should post signs in the park let- ting people know that rewards will be given. The mayor also suggested that surveillance cameras might work as a deterrent. He said with all the money spent on policing these days, the police are still too busy to constantly patrol public parks. "The parents (of van- dals) must take some of the responsibility," said Mayor Moffatt. He said that if the township could got a few successful pros- ecutions in which parents are ordered to pay for the damage, it might send a message that could cut down on vandalism.
