McClelland Port Perry Star There is a "moderate to moderately high" chance that Mitchiel "Micky" McArthur will commit another violent crime if released from custody, says an expert. McArthur's chance of repeat violence is 44 to 64 per cent, said Dr. Stephen Hucker, an expert in criminal behavior and risk assessment yesterday. : He also said "the best way to predict future criminal cén- duct is past criminal conduct. That's a truism that is never: proved wrong. It is almost incontrovertible." Dr. Hucker spent most of Monday on the witness stand in a Whitby courtroom at the hearing to have McArthur declared a dangerous offender. He's a consultant for Corrections Services of Canada, teaches forensic sciences at MacMaster University in Hamilton, and has been called to testify at dangerous offender hearings "two or three times a year" for the past dozen or so years. He is the final Crown witness at the hearing, which began last week and is expected to conclude Tuesday when he is cross-examined by McArthur's lawyer Greg Lafontaine. According to Sgt. Ken Hudson of Port Perry's 26 Division, it is quite possible Lakeshore Dr. resident John Mank and his disabled son would have lost their lives last week had it not been for the quick thinking of Noel Perry. Around 7:30 p.m. last Wednesday (Dec. 2) Mr. Perry, a Prosser Ave. resident, was following Mr. Mank's 1995 Ford van near the intersection of Regional Roads 23 and 21 when he noticed flames beneath the rear of the vehicle. "Mr. Perry then pulled up beside the van and motioned Mr. Mank to pull over... signalling him that something was wrong," said Sgt. Hudson.
