McClelland Port Perry Star The Kawartha Conversation Authority has been given a hearty vote of confidence by Scugog Township council. Council passed a reso- lution Monday afternoon which "recognizes the value and need for a col- lective watershed approach and declares its unequivocal support for the ongoing efforts and operation of Kawartha Conservation, and strong- ly urges other municipali- ties to do the same." The resolution came in the face of efforts by two KCA members -- village of Bobcaygeon and Township of Verulam -- to opt out of their membership in KCA. Scugog Regional Councillor Ken Gadsden, who has served on KCA for several years, said "it 18 time for some munici- palities to stand up and state we are getting good value for our dollars". Based on a per capita formula, Scugog con- tributes about $50,000 annually to the authority. Membership is non-volun- tary for all municipalities within the Kawartha Lakes watershed. Councillor Gadsden said KCA has had a "trau- matic" time over the last few years, with a total loss of all provincial grants. It has meant a staff cut from 16 to six. And those work- ers are now on contract without benefits, and paid only for four days each week. However, he said, they continue to work a full week because of their dedication to conservation and protecting the envi- ronment. , Ward 3 (Scugog Island) rep Jim McMillen agreed, saying authority staff are doing a fine job under very difficult conditions. Mayor Doug Moffatt noted that in the wake of 'the provincial budget cuts to all conservation author- ities in Ontario, KCA has an active fundraising group and is sharing staff and resources with other authorities. As for the desire by Bobcaygeon village council to get out of the authority and even have it disband- ed, the mayor said it's a case of somebody playing politics because the authority may have con- trol over what Bobcaygeon can do to its waterfront. Councillor Gadsden said they are simply trying to "take political advan- tage" in opting out or dis- banding totally. During discussion on the issue, Mayor Moffatt noted that the decision by the provincial government to cut off all provincial dollars to conservation authorities is proving to be "not very wise." Scugog has been a mem- ber of KCA for over 15 years. The authorities were created by the provincial government. Municipal membership and financial support is mandatory under Ontario law. Scugog is also a member of the Lake Simcoe author- ity and Central Lake Ontario because small areas of the Township fall within those watersheds. But over 90 per cent of Scugog is within the Kawartha watershed which drains north into the Kawartha Lakes sys- tem. Joan Graham wins conservation award Joan Graham of Blackstock will receive the 1999 Conservationist Award from the Conservation Authority for her work to" Scugog Township's public road allowances in restoring trees and parks. For the past several years, Mrs. Graham has devoted countless hours of volunteer work to planting trees along Township road allowances to... help restore public property to what it was in the past. Councillors are prepared to slap a ban on use in urban areas if the problems continue. They will ask for stepped-up police pres- ence, and want respon- sible owners to go out of their way to report those who insist on breaking the laws. "It just does not make any sense for 20 snow- mobiles to go racing up and down Simcoe Street in the middle of the night," said the mayor.
