Regional Councillor Ken Gadsden said he was told by a Scugog farmer that when paper sludge was spread on a neigh- bour's field, 17 fish in a pond died the next day. Atlantic Packaging was granted a certificate by the environment min- istry in 1991, and it is up for renewal early this year.
