McClelland Port Perry Star The Scugog Parks and Recreation Committee has reacted favourably to a proposal to add more outdoor recreation facilities in Nestleton, and to upgrade the community hall there. The Cartwright Sports and Recreation Group wants to buy about 21 acres of land to the north and west of the Nestleton Hall for new baseball diamonds, soccer field and basketball court, and more area for parking. The group is made up of three organiza- tions: Cartwright Minor Softball with some 400 users, Nestleton Minor Ball with 240 users, and the hall board. Recreation group members Colin Kemp and Wilma Wotton appeared before the committee Monday morning and asked for a township grant of $32,000 to be put towards the purchase of the land. Ms Wotton said the present ball diamond in Nestleton has serious problems relating to safety and liability. She said there is not enough parking, especially when the dia- mond is being used at the same time there is a function at the community hall. Mr. Kemp said the owner of the land west and north of the community centre has expressed an interest in selling 21 acres and retaining six acres of his holdings. All the land has been designated for resi- dential development. : If the land can be purchased, the first priority would be to put in a new regulation size diamond with lights, provide more parking, and make the washrooms in the hall wheelchair accessible. The five-year plan would include a sec- ond regulation size diamond, soccer field, basketball court, expansion of the hall and a farmers market. Ms Wotton said all three groups support the expansion plans. They have kicked in $300 each to form a non-profit organization, and are ready to start a community fundraising drive. She also said the group is concerned that the present chance to buy the land could disappear at any time. Scugog Mayor Doug Moffatt called the proposal a good one in principle. He said though that there are a lot of unanswered questions, such as total cost of the project, configuration of the new diamonds, and access to the parking areas. Finance committee chair Ken Gadsden also liked the proposal, but was critical of a funding formula by the group which cites the number of tax paying properties in Nestleton and the over all percentage (19 per cent) of municipal tax dollars that Scugog provides for recreation purposes. He said the goal of the project is a worthy one and the request for funding reasonable, but that it should not be based on how much money Nestleton residents contribute in property taxes. "Don't come to me with silly games... you will find that the council will support this as a good project for (all of) Scugog," said Councillor Gadsden. Mr. Kemp said that if council spent 75 per cent of the tax dollars raised in Nestleton for recreation purposes on this project, it would not require any increase in taxes, which he strongly opposes. After voting support for the project in principle, the committee told the delegation to move to the next step to produce more detailed costs, and estimate how much can be raised through a local drive. In consideration of Dissolution of Kawartha Region Conservation Authority Motions, calling for the dissolution of the conservation authority, have been received from three of the nineteen watershed municipalities, namely the Village of Bobcaygeon, the Village of Omemee, and the Township of Manvers. Kawartha Conservation is therefore calling a Public Meeting and Vote of Municipal Conservation Authority Representatives on the matter of dissolution of the conservation authority.
