"A Family Tradition for 133 Years" - PORT PERRY STAR - Tuesday, February 16, 1999 - 5 Councillors split on parking proposal Scugog council is split on whether to allow park- ing in front of a commer- cial property on Mary St.in downtown Port Perry. | After hearing a pre- sentation by lawyer Mike Fowler on behalf of the applicant Monday after- noon, council voted 4-2 to recommend approval for two parking spots in front of the floral shop on the north side of Mary Street, directly behind the IGA store. The vote went against the wishes of Councillor Ken Carruthers who rep- resents Ward 2 --in which the establishment owned and operated by Vicki Sanderson is located. Councillor Carruthers and Ward 3 rep Jim McMillen voted against the parking, while Regional Councillor Ken Gadsden and ward coun- cillors Dave Dietlein, Keith Bacon and Gary Mahony voted in favour. The final outcome of the issue will be decided by the local Committee of Adjustment this week, ° as Ms. Sanderson must get approval for vari- ances. Council's actions on Monday were to rec- ommend approval or rejection to the commit- tee, and council's wishes usually carry some weight when the commit- tee makes its decisions. The Committee of Adjustment is not cil's wishes, however. Mr. Fowler told council that Mrs. Sanderson wants to put an addition on the front of the store, and add two parking spots at the front. He said putting the parking at the rear of the store -- as council usually requires on commercial properties -- would be very expen- sive, because access is blocked by a garage and the rear yard has a severe slope which woul require extensive grad ing. Also, Mr. Fowler saic there are numerou: examples in the down town core area wher: parking has been allowec in the front yards of com mercial establishments. Township CEO Ear Cuddie said that wher: older existing homes ar being converted to com mercial use, parking ir front has been allowec because of existing topog: raphy and layout of the property. For a new com mercial building, the parking should be in the rear, he said. As for the Mary St.property, he said a fou foot high hedge will be planted to help block the view or parked cars from . the street and from neigh- *bouring residences on the south side of the street. Councillor Carruthers was not convinced. She noted that Phase One of the Honey Heights development of 28 lots is "90 per cent sold," and there has been considerable consumer interest in the lots in Phase Two. Scugog's planning consultant Jim Dyment, who was at Monday's meeting, told council the development makes good sense from a planning point of view for several reasons: it is infilling of residential develop- ment already built around it; the lots are large enough to support private septic systems, and there is no capacity left in the municipal sewage treatment system for this development, yet it is close enough to Port Perry to be considered part of the urban area. Scugog's Official Plan points residential develop- ment to urban areas rather than in rural areas of the township. LL In other planning matters, the council will meet later this week with several developers who hold land for housing on full municipal services. To meet the capacity of 3,000 people that will be available with expansion to the sewage system, Mr. Dyment is recommending that housing densities be lowered from 30 units per hectare to 20 units per hectare. If they are not able to agree on this number, Mr. Dyment told council, the developers will have a fight on their hands trying to decide who gets the capacity.
