Inspector Chuck Mercier, an officer with North Durham's 26 Division, agrees that some changes were needed to the current act. "This issue has been debated a long time; the act itself has its strengths and weaknesses, and it is complicated," he said. "There is a need to create a process which we can easily work into our sys- tem." He said that alternate measures such as Intercede -- which seeks to bring about restitution without incarceration for young offenders -- are doing wonders to rehabil- itate problem youth while keeping them out of court. "Any enhancement to the program is a good idea," said Insp. Mercier. "Both the old and the new act will have to be reviewed carefully to make sure we do what's good for the youth across Canada." Durham-East John O'Toole also applauds the changes. "(The YOA) has almost become laughable; the MPP kids realize that with it there practically are no consequences for their actions," he said. "A good youth act is an important cornerstone for the judicial system. Some of today's youth take no responsibility for their actions," said Mr. O'Toole. "These changes are a great idea to get them back on the right track."
