McClelland Port Perry Star Municipal officials say Y2K issues will have no impact on municipal services, and that the public should just relax and stop believing the gloom and doom sto- ries. In fact, a public relations ad campaign is being prepared to let all residents of Durham know that services will not be disrupted when the new millennium arrives. "There is no need for Y2K problems," Scugog Mayor Doug Moffatt told a council meeting last week. Scugog CEO Earl Cuddie agreed com- pletely with the mayor, and said the PR campaign to this effect will be aimed to residents in Durham and other nearby regions. However, Mr. Cuddie went on to tell councillors that there are plans to open the municipal halls in Scugog on New Years, as a precautionary measure to be ready for the unlikely eventuality that there are problems. After attending last week's Inter- Parliamentary Union meeting in Europe, the MP noted that most of the talk surrounded the ongoing military action in Yugoslavia. But John Lyon said nothing can happen until the appeals are sent to the OMB. "To date, we have not received the appeals," said Mr. Lyon last Thursday. "I understand that they are coming... I have talked with (Scugog CAO) Earl Cuddie." Once the appeals arrive, they will be reviewed and a hear- ing date will be set, said Mr. Lyon. *I¢'ll take us a certain amount of time to look them over," he said. Four appeals have been filed by Scugog residents opposing particular parts of the OP, or the entire document in general. "We'll process them as quickly as possible and then we'll have to give 35 days notice of the appeal process. There should be a hearing within a few months." If the appeals go forward, the hearing will likely be held either at Durham Region headquarters or in the Scugog council chambers. The length of hearing will be determined by those who appealed the plan, Mr. Lyon said. "It will depend on the number of appeals; each appellant is a party to the process, and each one has particular issues they want to deal with. They will all be dealt with separate- ly." After each appeal is read over, the OMB will decide whether to send one official to make a ruling, or rely on a panel of two or three to hear the matters. The Ontario Municipal Board is quasi-judicial body which rules on appeals of municipal planning matters.
