"A Family Tradition for 133 Years" PORT PERRY STAR - Tuesday, August 17, 1999 - 5 Health Unit wants rabies vaccinations mandatory By Chris Hall Port Perry Star The Durham Region Health Department is pre- pared to submit an appli- cation to the province for the creation of bylaw mak- ing rabies vaccinations for cats and dogs here manda- tory. Roman Malanczyj, a senior public health inspector with the DRHD, sald last week that mandatory rabies shots was one of the ideas put forward during the organi- zations annual meeting on rabies prevention. "We have this sort of meeting once a year, and because of the positive rac- coon in Prescott we are focusing on getting our contingency plan in place here in Durham Region," said Mr. Malanczyj. " Raccoon rabies has long been feared by health departments in Canada as it made its trek through the United States. With two positive results near Prescott in eastern Ontario, health depart- ments across the province have been scrambling to set up prevention plans. During a July 26 meet- ing with a number of local agencies -- including DRHD staff, Durham Regional Police, area vets, Canadian Food Inspectors, BBQ or Oven Ready Chateaubriand Filet Mignon local animal control offi- cers, and the Ministry of Natural Resources -- it was suggested that in order to prevent the spread of the virus, all domestic pets in the region should be vaccinated against rabies. "The plan is something we update each year, and with the virus now in Ontario we've decided to pursue an application for the bylaw which would make cat and dog vaccina- tions mandatory," he said. An application would have to be submitted to the Ministry of Health and the bylaw would have to be okayed by Durham Region councillors and the eight municipalities. The process could take more than three months, said Mr. Malanczyj. "By talking with all these groups, we can get an idea of what to do to prevent the spread of the disease. We can't stop it we're doing what we can to stop it from spreading." The spread of rabies is usually spread from rac- coon to cat, said Mr. Malanczyj. "We've had a pretty good compliance rate any- way with pet owners in Durham Region... proba- bly about 65 per cent to 70 per cent of the animals here are vaccinated. We've been satisfied with those numbers in the past, but now were encouraging everyone to get their pets vaccinated because it's only a matter of time before the disease starts coming in this direction." In order to enforce the bylaw, Mr. Malanczyj said low-cost rabies clinics would have to be offered to the public. Local vet associations have refused to offer them, but the Canadian Food Inspection Agency has said it will set them up if local vets will not, he said. J.
