Since dis- covery of the toxic prop- erties of PCBs, utilities have gone back to using standard transformer oil, and have moved to replace old transformers with models that are designed to tolerate more heat. Transformers contain- ing PCB-laden oil weren't considered' a health risk on their own, but had to. be examined as part of the utility's due diligence to ensure the integrity of equip- ment. "If there's any leakage (from a transformer) we have to test it for PCBs and do something about it," said Mr. Adderley. "We're being very pro- active. If you have to clean it up, it's very expensive." He said the $86,000 dedicated to replacement of PCB-contaminated transformers could well save the utility in the long run. "One major spill would cost more than that for clean-up," Mr. Adderley. The fire department and other emergency services have been alerted to the pres- ence of PCBs. | Workers from Green- Port Environmental Managers Ltd. were on site Thursday, draining PCB-laden oil from transformers into metal drums. The material is to be tested and then, according to the concen- tration of PCBs, sent to disposal sites either in Ontario or Alberta, said project manager Claude 'Swansburg. He said the disposal of PCBs has become a busy industry since the move to get them out of operat- ing systems began in the 1980s. The problem is that much of the materi- al has been warehoused, he said. "They knew enough to say, this is PCBs, let's make sure it's in drums," said Mr. Swansburg. "But they didn't know what to do with it." Companies and utili- ties are not required by law to dispose of PCBs through a service such as Green-Port, but storage locations are catalogued and amounts kept track of, he said. He credited Scugog Hydro with taking the initiative to remove PCBs from its system once and for all. "You've got to credit hydro companies like this one," said Mr. Swansburg. "They're spending a lot of money to get rid of a potentially hazardous material."
