Mr. Dyment has been Scugog's consultant on planning issues for sever- al years, and began work on the new OP in 1996. He has 23 years experi- ence as a professional municipal planner and has participated in the preparation of some 20 official plans for munici- palities in Ontario. Mr. Dyment outlined the geography of the township, noting several significant factors includ- ing the lake, and impor- tant wetland areas such as the Nonquon and Beaver Rivers. He noted that the OP was initiated by council for several reasons: the need for a local plan to comply with the Durham OP and the Provincial Planning Statement; the planned expansion of the sewage treatment system that would allow the pop- - ulation of Port Perry to grow; and a policy adopt- - ed by council in 1996 that development growth would be held to about 100 new homes annually to the year 2022, to bring the population that year to 24,000. Today's population of Scugog is about 18,500, he testified, 6,000 in Port Perry. Mr. Dyment told the hearing that growth in the hamlet areas is restricted in the OP because of a lack of sewer and water services, and because of the slow- growth designation in the Durham OP. The session got off to a bit of a" bumpy start Monday morning. After hearing half an hour gen- eral testimony from Mr. Dyment, the OMB panel member called on Mr. Wilson to start giving his evidence. But Mr. Wilson said he was under the impression he would not be called to give direct evidence until Tuesday, and had left his documents at his office. After a brief discus- sion, it was agreed the hearing would adjourn until 1 p.m. to give Mr. Wilson time to get his papers and return to start giving his evidence at that time.
