McClelland Port Perry Star Scugog council has reluctantly given permission to a property owner to burn a large quantity of felled trees on land south of the Reach Road. But councillors have demanded that the burn come under the direct super- vision of Scugog Fire Chief Richard Miller, and that a member of the fire department must be present when the burn actually takes place. The property in question is owned by Tony Kersten, who appeared before council last Monday to say that recent efforts to get rid of the felled trees by chipping them proved far too costly. At first councillors remained opposed to burning the trees because of the potential for smoke to cause problems with neighbouring property owners. A previous attempt to burn the several acres of scrub pine ended when a nearby resident complained of the smoke. Mayor Doug Moffatt said Mr. Kersten would have to get rid of the trees by chipping or pulverizing them at a cost estimated in excess of $50,000. "That's your problem, and that's a cost of doing business," he said bluntly. The several acres of scrub pine had originally been felled in an effort to reclaim the land for farming purposes. The trees have been left on the ground and have no value, even as pulp. Jerry Taylor Jr, retained by Mr Kersten to "chip" the trees last week, told council he had to abandon that effort as too costly. And even if the wood could be rendered into chips, their final resting place would be a landfill site as there was no other method of getting rid of the chipped wood. He said using a tub grinder to render the trees down was also cost prohibi- tive; he was quoted $15,000 just for set- up, and then $280 per hour for opera- tion. He estimated it would take at least three weeks to get rid of the wood by this method, bringing the total cost to nearly $60,000. Mr. Taylor said one way of getting rid of the trees would be to leave them piled in wind-rows and let them rot away over a period of many years. That suggestion was not received by members of council. The suggestion of a controlled burn well came from Chief Miller, who was pre- sent at last Monday's council meeting when the issue came under discussion. The chief spelled out the following requirements: the wood must be burned off in one pile with trees added as the pile is reduced in size; the burn should take place over a 24-hour period under the right wind conditions; Mr. Kersten must arrange for a supply of water at the burn site; and a member of the fire department must be on site during the burn. Mr. Kersten will be responsible for all costs to the depart- ment.
