Scugog will continue to have its own board of directors, made up of local politicians and residents. It will continue to have the authority to set levels of ser- vice and the rates charged to customers for their power. And Scugog Hydro's 2,400 customers will get some long-term benefits from being part of the larger Whitby Commission, officials say. Whitby is now part of a six-member consortium of larg- er hydro utilities set up to buy power in bulk, at lower rates. And Whitby currently has an aggres- sive construction and maintenance department that is bidding successfully on lucrative outside contract work such as the installation of all electrical ser- vices at Pearson Airport in Toronto. All this means that Scugog Hydro cus- tomers will continue to be charged the lowest rates in Durham Region over the short term and, over the long term, there is a chance that rates could even go down, said Mayor Moffatt. About the only external difference Scugog customers will notice is the clos- ing of the hydro offices at the Scugog Plaza. Bills can be paid to Whitby by mail or in person at Scugog"s municipal offices on Perry St. The hydro maintenance yard on Reach St. will remain open, and the name "Scugog Hydro" will be retained." There will be no loss of jobs for Scugog Hydro employees. Office workers will transfer to the Whitby office, and maintenance workers will continue to work in the township. And Scugog Hydro will not have to develop a new computerized billing sys- tem that could cost several hundred thousand dollars. Scugog Hydro's current manager of operations, Terry Adderley, will work out of the Whitby office as an assistant gen- eral manager. "The transition will be seamless for Scugog Hydro customers," said Mayor Moffatt. Another potential benefit over the long term could be the enlargement of the Scugog Hydro customer area, said the mayor. At present, customers reside in the old village of Port Perry. Township resi- dents outside this area get their service from Ontario Hydro, whose rates are about 20 per cent higher. Ontario Hydro at present is not inter- ested in giving up any of its customers, but in the long term, that very well could change, said Mayor Moffatt, as changes to the structure of the giant Ontario power generator continue. The agreement inked between Scugog and Whitby is believed to be unique among hydro utilities in this province. It has been several months in the making, and Mayor Moffatt praised the hard work of Hydro manager Terry Adderley and Scugog Township CAO Earl Cuddie.
