She said that no officers responded after she made two calls to the 911 emergency line. She claims she made one call to warn police that Mr. Bonenfant was sitting in her driveway in his vehicle with an open beer, planning on making the trip north. She called a second time to tell police that he had left her home and to report his vehicle and license plate number. The complaint has received extensive coverage in the media throughout the GTA. In her two-page complaint, Ms Caines asked why a police officer in a cruiser across the road from her home at Beau Valley Public School was not sent over when she made her first phone call. "An officer was sent to the house at approximately 5:25 p.m., but when it became obvious that the suspect would not be there, the officer was called off because it would have been a waste of time to go there when we knew the sus- pect wouldn't be there," said Durham Police spokesman Sgt. Jim Grimley. "A cruiser was on call at the Beau Valley school within sight of the com- plainant, but that officer was called there approximately one hour before the com- plainant's call," said Sgt. Grimley. "He was already on call, and therefore would not be the car dispatched to this call." As a result of the complaint by Ms Caines, the dispatch protocol of the Durham service will be looked at as part of an internal probe by Durham's Professional Standards Branch. "Obviously that will be one of the things they look at, but they'll look at a lot of aspects," said Sgt. Grimley. "We have a standard protocol in place, and they'll look into see if it was followed, if it was followed correctly, and if any changes are required. They're going to look to see if that car (at the school) should have been sent instead of redirecting another one." Sgt. Grimley said the force's busy dis- patch centre handles many calls each day, and dispatchers work to manage the force's officers on the road. "It's a judgement call on behalf of the dispatcher," he said. "A computer display system selects the best car available for a call, and it's up to the dispatcher to okay that, or override it and choose another car." A car booked on another call is not usually available for a second call, he said. When Mr. Bonenfant left Ms Caines' home, a general broadcast was sent out s dispatch protocol after fatal to all units to look out for the pick-up truck. A police check into the license plate given to them by Ms Caines showed the truck registered to a lease company, and not to Mr. Bonenfant. "It was not registered to a specific per- son, so we didn't know who was behind the wheel," said Sgt. Grimley, when asked if police knew the suspect had been arrested just two days prior to the acci- dent for impaired driving. Mr. Bonenfant was arrested on July 21 in Oshawa by Durham Police and charged with one count of impaired driving and one count of exceeding the legal blood- alcohol limit. The Professional Standards Branch of the Durham force has seized all 911 tapes and dispatch recordings from that evening. Ontario Provincial Police and the Ontario Coroner's office are also i involved in the investigation.
