McClelland Port Perry Star Plans to turn the former United Church building in Manchester into an antique shop met with opposition at a public meet- ing last week. Karen Johnson told the meeting of Scugog councillors last Monday (Sept. 18) she would like to use the upper part of the building on Rose St. for an antique and Christmas shop, and turn the lower part into .a residence. Barb Doupe, who resides in Manchester and told the hearing she is speaking on behalf of others who were not able to attend the aftemoon meeting, said neigh- bours feel there is enough commercial activity in the hamlet now, including two antique shops. "There are 42 houses and 15 businesses (in Manchester now). That is enough com- mercial," she said. Mrs. Doupe said her concerns are based on increased traffic flows and a lack of park- ing for a commercial enterprise in the old church building. Rose Taylor, also a resident of the ham- let, said she is not concerned about anoth- er business coming to the village, but wor- ries the septic system could impact on existing wells. Members of Scugog council who heard the application for the rezoning to allow an antique shop and residence, told Ms Johnson that before any decision is handed down, she must submit a site plan showing exactly how many parking spaces are avail- able, and their location. She must also get approval from the region for a new septic system and well on the property (the building now shares a well with the community hall to the north), and determine from the township building department if adding a residence will com- ply with the Ontario Building Code. By law, council cannot hand down a deci- sion either way for at least seven days after the hearing. And once a decision has been made, there is a 20-day waiting period in which appeals may be filed. No objection: A second public hearing held on Monday met with no opposition from residents or members of township council. Doug and Leslie Dusty are seeking per- mission to use a mobile home on their farm at RR 2 Seagrave as a residence for Mrs. Dusty's mother, who has been residing in Oshawa. Councillors were told that Mrs. Dusty's mother would contribute to the operation of the farm through baby-sitting and other tasks. The applicants were told that a mobile home used as a residence on a farm is sub- ject to development charges (lot levies) equal to that of a one bedroom apartment. While members of council expressed no objection to the application, they noted that there is a seven-day waiting period before a decision can be made and after that a 20 day period in which anyone can lodge and appeal of that decision. In response to a question, council advised them not to put in a septic system until the appeal period is over. But he said he prefers to look on the positive side: "If everything is okay (between now and the end of the year) our spending looks like it will be right on the money." In a report to the finance committee, the township treasury department says there are a couple of reasons why the deficit is now being projected at $60,000. The first is a downturn in the demand for new homes, which in tum has lowered the projected revenue from building permits by about $37,000. But if there is increased demand for homes in the final quarter of the year, that revenue picture will improve and have a positive affect on the budget. And the second reason is unbudgeted spending in the parks and recreation depart- ment for development and other work in municipal parks, including Perryview Park. The report goes on to say that both the fire depart- ment and public works appear to be on target to meet their 2000 budgets.
