The incumbent disputes those claims, and vowed he won't be lured into a mud- slinging match. But Friday afternoon he was clearly miffed when discussion turned to Howard Hall's election signs. They urge voters to "re-elect" Mr. Hall, although he's been out of office for three years. AVAVARARARARAAY This year's election will see a radical change in the way people vote. Ballots will be sent to registered voters beginning next week, and are to be returned to the clerk's department soon after that. It is hoped that this format, which eliminates the need for polling stations and returning officers, will encourage more voter par- . ticipation and cut costs. This is an incentive program that recognizes the need to ensure physi- cians are available in hos- pital emergency rooms. The announcement is part of the government's strat- egy to help recruit and retain emergency room staff and represents a $115 million province wide investment. This new agreement between hospitals, doc- tors and the Ontario gov- ernment will allow hospi- tals in Durham Region to offer new funding arrange- ments to their emergency room physicians. Under the new arrangements, doctors are paid for the time they spend in emer- gency rooms, rather than a set fee for each procedure they perform. The 'Altemate Funding Plan' provides an incen- tive for physicians to work in emergency rooms, ensuring appropriate staff are in place to provide quality care to patients. AFPs were first made available to emergency room doctors in smaller, rural hospitals in July 1999. A second phase in December 1999 extended the plan to mid sized hos- pital emergency rooms. The government's com- mitment to ensuring access to emergency health services this year also includes a $63 million investment in an addition- al 725 permanent acute and ICU beds, 450 new flex beds across the province, 100 new dis- charge planners, six new emergency room co-coor- dinators and a $38 million universal influenza vacci- nation program, the first in North America.
