He backs controversial rail plan for now Moffatt vows to push alternatives to landfill By Chris Hall Port Perry Star Durham Region still plans to join Toronto in sending its garbage to an abandoned Northern Ontario mine, despite the outrage the plan has sparked. After days of debate, Toronto coun- cillors last week narrowly voted to approve the plan to send the city's refuse by rail to the open pit Adams Mine near Kirkland Lake, beginning in 2002. The Keele Valley landfill site, where most of the Greater Toronto Area's garbage now ends up, is expected to close by then. Durham Region council gave sup- port in principle to the controversial plan last month. A deal is expected to be finalized over the next few months. While he admits reaction to the plan by opponents has been harsh, Scugog Mayor Doug Moffatt says the region had no choice but to join Toronto in sending its garbage north. "No, | don't think it's the best solu- tion, but it's what's best for the short- term," he said last week. "The Adams Mine is the least best solution, but it's our only option." If re-elected in the upcoming munic- ipal election, Mayor Moffatt promises to bring the concept of region-wide t commercial composting facilities to the Durham Region council table early next year. He wants to look into incineration as well. "I think we really have to get into the idea of composting, recycling more and incineration... | think those are the answers for the future," said Mayor Moffatt. He noted that using alternative methods to reduce waste could reduce up to 70 per cent of the garbage being sent to landfill sites. The remaining refuse, he said, could be altered and used as road fill. "I'm staunchly opposed to the idea of sending our garbage up there, but it's the only thing we've got," said Mayor Moffatt. The deal between owners of the Adams Mine and the GTA municipali- ties is already in place. It is up to Rail Cycle North, which will be transporting the refuse to the mine, to ratify a deal with Toronto council. The plan could also be derailed if the federal government orders another environmental assessment, which could delay the transport of garbage and force Toronto, and the rest of the GTA, to look elsewhere for a place to ship its garbage.
