"Scugog"s Community Newspaper of Choice" PORT PERRY STAR - Tuesday, October 24, 2000 - 1 Carruthers seeks regional seat after nine years as councillor By Chris Hall Port Perry Star Veteran Scugog councillor Ken Carruthers will seek the regional coun- cillor's position in the upcoming municipal election. Mr. Carruthers has served on the local council for nine years, and says that he's ready for a more challenging role in municipal politics. "I think I'm prepared to move onto the region. With the announcement that (current regional councillor) Ken Gadsden will retire after this term, | thought it would be appropriate for me to run for the region," said Mr. Carruthers. Since moving to the Port Perry area from Montreal 12 years ago, Mr. Carruthers has represented both Ward I, and later Ward 2. A former national manager with Sears Canada, Mr. Carruthers owned and operated a coffee shop here for a number of years, and is a former pres- ident of the Scugog Chamber of Commerce. He compares municipal politics to operating a business. "You have to give the people what they want, give them some value for their tax dollars, but you have to keep the costs down and manageable," said Carruthers Mr. Carruthers. "You can't keep spending a lot of money and going deeper into debt. We (politicians) have to remember that we're spending the taxpayers' money." He said the interests of residents must be considered "at the table every single time we as a council make a decision that will reflect on their taxes". During his time in Scugog Mr. Carruthers has served on numerous community and organizational boards. His top five issues going into the Nov. 13 election are taxes, the environ- ment, planning, amalgamation, and his position on Durham Regional council. As for looming municipal restructur- ing, Mr. Carruthers says Scugog has come up with some preliminary plans, but that surrounding communities have not, and that could hurt the town- ship in the near future. "We've got problems because both municipalities and the region buried their heads in the sand, hoping the whole amalgamation issue would go away," he said. "Scugog has worked well towards developing a plan, but we've been ignored by our partners. We must put in place a plan to stall the (provincial) government from forcing amalgama- tion that we do not want." As for recreational facilities in the township, Mr. Carruthers says he fully supports a new public pool. "Our most pressing issue is amalga- mation, but we also have to make sure we give the people the services they want," he said. "We have to make sure we deliver the services, but not increase taxes while we're doing it." Balloting system may increase participation Candidates In the upcoming municipal election will have an opportunity to address voters over the coming two weeks as three all- candidate meetings have been scheduled. Things will kick off this Thursday (Oct. 26) in Cartwright when a candi- dates meeting is held at the Nestleton Community Centre, beginning at 7:30 p.m. Those running for mayor, regional council and Ward 4 councillor have been asked to attend. On Nov. | the Scugog Chamber of Commerce will host their own all- candidates meeting at Quiz the candidates at these meetings the Scugog Community Centre in Port Perry. It will run from 8 p.m. to 10 p.m. Each candidate will have two minutes to speak. A question and answer period from the audience will follow. For information, please call 985-4971. And, the following evening on Nov. 2, a meeting is scheduled to held at the Utica Memory Hall for mayor and regional council candi- dates, as well as those running for the Ward | seat. Office hours have been extended to 8 p.m. on selected nights the week before the election, and votes will be accepted until 8 p.m. on Nov. 13. There will be no polling stations anywhere in the township. Advance polls and proxy votes are also a thing of the past. A bylaw for the use of the vote by mail system was approved by council on May 29. They began to look into the idea earlier this year after statistics showed that voter turnout in Ramara Township increased by 50 per cent during the 1997 election, when the system was introduced. When the idea was first brought up, it was estimat- ed that the vote by mail system could cut the costs of holding a municipal election substantially. Elections generally cost the township about $40,000. il NN LE!
