Another surprise to Ms. de Wit is the high level of community involvement within the township, with groups and individuals running many of the activities, rather than depending on the municipality. "People here really care, and this was very foreign to me when | started here," she said. The new CAO said there are many chal- lenges and opportunities ahead for the township. "We've had many retirements and changes recently, and all of a sud- den we have a lot of new staff," she said. Ms de Wit said she hopes to form a strong management team, rather than having every- one working indepen- dently. With the township being hit with capital cut- backs over the past few years, she said there are many things that need to be fixed. In particular were road maintenance and new equipment. She said a 3-year fund sharing agreement with the Great Blue Heron Casino is going to be a tremendous help in that aspect. The township received more than $66,000 as the first installment earlier this year, and the CAO indicated this amount has increased. The township has set up a reserve fund, known as the Community Enhancement Fund, which will be used to split the revenues in four ways: 40 per cent towards public works, 10 per cent for fire department; 25 per cent for community projects and 25 per cent for heritage projects. Projections for Scugog Township show con- trolled growth, with an estimated population of 11,000 residents in Port Perry by 2021. Rural areas and ham- lets are expected to reach a population of about 13,000 by the same time.
