Councillor Pearce noted recently that a num- ber of residents are wor- ried that the ponds are a breeding ground for algae, bacteria, and mosquitoes, which can carry the deadly West Nile Virus now believed to be in Durham Region. Although the ponds naturally flush themselves out during rains, stagnant water becomes a problem during periods of drought. Design standards for storm-water management systems may have to be upgraded to make devel- opers responsible for installing recirculating pumps or fountains to keep the water moving, Councillor Pearce said. The retrofitting of cur- rent stormwater ponds, such as those in Port Perry's Victorian Village and Canterbury Common subdivisions, might be also accomplished through wind-powered or | solar-powered agitators, rather than traditional electric pumps, council- lors suggested. Township officials ponder new provincial sewage regulations Scugog Council continues to worry about fallout from the province's draft Nutrient Management Act, which would ban land application of untreated sewage for at least five years. "I'm afraid that, across the province, what's meant as a good and positive step is not going to be a good and positive step," Scugog Mayor Doug Moffatt told council's Environmental, Fire and Safety committee Monday. Mayor Moffatt suggested there likely isn't enough available capacity in sewage treatment facilities to handle sewage pumped from septic tanks. The munici- pality should ask Durham Region officials to assist in determining the number of septic tanks in the township and how fre- quently they're pumped, he advised. The mayor said he's also concemed that septic tanks can be designed with a draining device that bleeds off some of the tank's contents underground so the tank doesn't have to be emptied as fre- quently, which results in a cost-saving to the owner. Local homeowners on septic systems have endured sharp rises in pump-out fees in recent months as a result of new provincial regulations.
