8 - PORT PERRY STAR - Tuesday, November 20, 2001 "Scugog's Community Newspaper of Choice" OPP has wrapped up investigation into accident that claimed five-year-old boy Police expect to lay charges in fatal accident By Rik Davie Port Perry Star Police officials have wrapped up an investiga- tion that has lasted more than two months and are ready to lay charges in connection with a fatal crash that took the life of a five-year-old Port Perry area boy. Evan Huntington was the only fatality in a three- car accident that occurred Sept. 22 on County Road 57, just west of the Janetville Rd. According to reports from the Lindsay Ontario Provincial Police detach- ment, the collision occurred after a full-size station wagon driven by 49-year-old Janice Huntington of Janetville slowed to turn right into a driveway. Her vehicle, which con- tained Evan, his 10-year- old sister Brittanee and another adult male pas- senger, was struck from behind by a mid-size pick- up truck driven by 26- year-old Scott Airey of Oshawa. As a result of the colli- sion, Evan Huntington was ejected from the station wagon. Despite efforts by Manvers firefighters and emergency medical per- sonal at the scene, the five-year-old succumbed to injuries at Ross Memorial Hospital in Lindsay. The three occupants of the Huntington vehicle and Mr. Airey were treated for minor injuries and released Cons. Ted Schendarra, media spokesperson for Lindsay OPP, told The Star last Friday that all inves- tigative efforts have been completed and that acci- dent investigators are preparing to lay charges. "We expect to lay charges in the matter early (this) week," Cons. Schendarra said. "The investigators have com- pleted their. work and it only remains to ascertain the charges." Sources close to the investigation have said that alcohol was not believed to be a factor. Both vehicles underwent extensive mechanical forensic examinations after the crash. So far the investigators have not released any of the details of the investi- gation or reasons behind the causes of the accident which took place on a clear day under near-perfect road conditions as the Huntington family pre- pared to leave for the Lindsay Fair. Under his proposal, Mr. Postill explained that the "Ontario Safety League co-ordinates a Driver/Operator Award program for organizations to encourage safe driving habits. This well estab- lished program consists of certificates and awards for those employees who have reached specific milestones for the number of accident-free driving years." He noted that the program has been successful in other municipalities, and results in improved driver awareness and employee morale, recogni- tion for good performance and reduced accidents. Mr. Postill urged council to adopt the new policy and have it implemented in the new year. Penalty and Interest Charges Township Treasurer Kathryn McCann recom- mended yesterday that Scugog continue to impose penalties on unpaid and overdue taxes and inter- est on tax arrears at the rate of 1.25 per cent for each month or fraction thereof for 2002. In a report, Ms. McCann noted that the current rate charged is 1.25 per cent and that none of the surrounding municipalities -- who are also charging the same rate -- are contemplating changes at this time. She also noted that the township expects to col- lect about $507,000 in penalties and interest for late or unpaid taxes in 2001. However, she added, that is about $23,000 less than budgeted for because final tax due dates were later than pre- dicted. Ms. McCann stressed that "to encourage the suc- cessful collection of outstanding taxes, it is imper- ative the Township of Scugog continue to charge the penalty and interest rate of 1.25 per cent (15 per cent per annum) as allowed under the Municipal Act." Township of Scugog Corporate Website Staff urged local councillors yesterday to award Desktop Imagery the contract for the design and development of the township's corporate website. In a report submitted by Wendy Bourgeois, the township's information technology co-ordinator, councillors were asked to consider three proposals and, ultimately, endorse staff's recommendation to offer a contract to Desktop Imagery. Earlier this year councillors approved $30,000 in the 2001 capital budget for the website with the understanding that additional costs would be fund- ed as Phase Il in 2002. As a result of their Request For Proposal (RFP), the township received responses from Desktop Imagery ($17,445), Moon Graphics Design Group Inc. ($18,250), and Taalwood Internet Marketing ($87,950). A thorough analysis of each of the pro- posals was conducted, and the recommended com- pany was given a score of 69 out of a possible 75 points. Mrs. Bourgeois also noted that the bid price of $17,850 does not include the cost of any software requirements or a contingency budget. She esti- mated that these costs will not exceed $8,000. The report also recommended that "all unex- pended project funds in 2001 be transferred to reserves to allow for the successful completion of project in 2002" and that councillors "consider favourably upon the inclusion of $8,000 in funds to complete the project in the 2002 capital budget." Unity Place Skateboard Park update Scugog Parks and Recreation Director Jay Todd gave a financial summary yesterday on the Unity Place Skateboard Park. A total of $60,601.35 was paid for the creation of the park, however $5,677.50 in services were offered in-kind to assist with the project. The township contributed $33,000 towards the facility while the skateboard com- mittee came up with $16,000. The province kicked in $5,000 and the municipality's Fore Scugog Golf Tournament raised $3,500 for the park is
